RUAG

RUAG MRO Holding Ltd (RUAG MRO) and RUAG International Holding Ltd (RUAG International) are two independently operating groups. RUAG MRO provides security-related services for the DDPS. This primarily involves maintenance, repair and overhaul as well as the upkeep of mission-relevant systems such as the fighter jets. RUAG International is active in the space industry with Beyond Gravity.

Overview

Federally-owned companies perform tasks that are in the public interest. This includes ensuring that the armed forces are equipped. The Swiss Confederation is the sole shareholder of RUAG MRO. The Swiss Confederation is the sole shareholder of RUAG MRO. The Confederation, as owner, is responsible for the strategic management of the group, with the Federal Department of Defence, Civil Protection and Sport (VBS) taking the lead.

Consultation on legal form

The Federal Council wants to convert RUAG MRO into a special-purpose public-law corporation. The new legal form better reflects the changed security policy requirements than the current private-law limited company. It also gives the Confederation more effective and precisely defined control instruments. In this way, the Federal Council is creating legal certainty and taking into account the criticisms expressed in Parliament.

On 26 November 2025, the Federal Council opened the consultation process on the conversion of RUAG MRO into a special-purpose public limited company. It will run until 23 March 2026.
