Overview

The Multinational Industrial Security Working Group (MISWG) is an international group of National Security Authorities /Designated Security Authorities representatives that are responsible for industrial security in their country. The MISWG is the recognized collaborative body for international industrial security best practices.

Mission

MISWG will promote, improve and harmonize common international industrial security best practices to safeguard classified and certain other forms of government-controlled information in order to confront current and emerging security threats and challenges within its scope.

Vision

MISWG will be the recognized collaborative body for international industrial security best practices.

Purposes

To meet its vision and mission statements, MISWG will:

  • Develop common measures for the exchange of classified and certain other forms of government-controlled information in the course of multinational programs and international industrial security matters;
  • Develop guidelines for the handling and safeguarding of classified and certain other forms of government-controlled information, especially to support MISWG Aspirants;
  • Maintain the number of Participants, promote growth, and advocate an active and engaged participation;
  • Promote co-operation and understanding among Participants on matters of industrial security practices and procedures;
  • Create a sustainable environment for the free sharing of ideas;
  • Improve the day-to-day cooperation in industrial security through the promotion, improvement, and harmonization of industrial security procedures for the exchange and safeguarding of classified and certain other forms of government-controlled information in the course of multinational programs and international industrial security matter;
  • Assure efficient control and guidance of all MISWG activities and tasks;
  • Continuously improve MISWG products and services to industrial security stakeholders and beneficiaries;
  • Develop, review and maintain a repository of fit-for-purpose products on industrial security regarding the harmonization of practices;
  • Promote the implementation of agreed methods and procedures used by Participants and regularly review them to recommend changes, as needed;
  • Ensuring regular review of MISWG products through appropriate stakeholder feedback.

Meetings

MISWG holds its plenary meeting once a year and the meetings are held on the territory of the chairing country. There are different working groups that cover a multitude of tasks (Ad hoc working groups (AHWG) or Communities of Practice (COP), that reconvene one or more times a year:

  • MISWG AHWGs derive their mandate and direction from the MISWG Plenary. They are established to address a particular issue and will be assigned a specific time frame.
  • A Community of Practice (COP) is an interactive and informal group. The focus of a MISWG COP is to solve a specific issue, to share a solution, and create new knowledge to advance a domain related to industrial security.

MISWG is currently working on the following AHWGs or COPs:

  • AHWG9: Transportation
  • AHWG10: Foreign Ownership Control and Influence
  • AHWG11: Governance
  • COP Cyber
  • COP Facility Security Clearance / Personal Security Clearance

Switzerland is the host and chair of the 2023 MISWG Plenary. Canada currently chairs the Executive Committee of MISWG.

Participants

MISWG consists of Members, Aspirants, and Observers. MISWG Members and MISWG Aspirants consist of delegates from nations and MISWG Observers consist of delegates from international organisations or bodies.
